That separation is the whole value: it is harder to arrange two aligned records from two parties than one record from one. The format is weaker, and that is the point

Honesty runs in both directions here. The second signature is a genuine strength, and the way it is published is a genuine weakness: this report is an image measuring 1600 by 2360 pixels, not a document with pages. An image carries only what sat in the frame, so it is easier to crop, restage or fake than a multi page file.
